Festival of Data
The Civic Data Cooperative is delighted to present the Festival of Data which will mark the end of the ambitious 5-year programme of work around data collection, visualisation, stewardship and innovation.
Funded by the Liverpool City Region Combined Authority and delivered by the CDC and Civic Health Innovation Labs at the University of Liverpool this festival will be an interactive 3-day event, on the 5,6,7 February 2026.
It will share creative and imaginative ideas from businesses, communities and schoolchildren demonstrating how data will be used to deliver the best public services for the city region and will involve 3 distinct event days.

Data, Art & Young People
8 artists will work with over 200 school children to create 8 artworks to be displayed from the 6-7 February.

Meet the Artists
Brigitte Watkinson is a multidisciplinary artist and experienced workshop facilitator. She has delivered creative sessions for children, young people and adults in schools, galleries and community spaces, adapting activities to suit diverse needs and ensuring inclusivity. Skilled in planning, time management and supporting participants, Brigitte promotes creativity through accessible and engaging experiences. Alongside her teaching she maintains a successful art practice focused on collage and printmaking, the latter developed during her residency at Chester University. Her work combines technical skill with a passion for fostering creativity in others.
Dave Bixter is a multidisciplinary artist, designer, musician, and filmmaker based in Liverpool. His practice blends drawing, music, and digital technology to create interactive soundscapes and immersive multi-sensory experiences. With over twenty years of experience delivering creative workshops for schools, communities, and public events, accessibility and play are central to his approach. Recent work explores digital art and immersive technologies, transforming data from plant bioelectrical signals to celestial orbital patterns, into sound and image through sonification and visualisation. Combining human interpretation with algorithmic processes, Dave creates responsive environments that invite audiences to engage, experiment, and shape the creative experience.
Dr Elaine McNeill is an arts-based researcher and project manager with over 20 years of experience in co-production, community practice, and stakeholder engagement. She has pioneered partnerships with patients, health providers, and cultural organizations to deliver wellbeing initiatives and creative projects. Elaine has produced arts events, theatre tours, and festivals, always championing the role of creativity in promoting health and inclusion. Passionate about giving communities a voice, she designs projects that empower individuals to live creative, healthy lives. Her work reflects a commitment to collaboration, innovation, and using the arts as a tool for positive social change.
Holly Lloyd is an artist specialising in collage and sculpture, with experience designing and leading children’s art workshops for dot-art. Her sessions encourage creative confidence and visual storytelling, guiding young participants to express their ideas through structured yet spontaneous group projects. Holly values the individuality of each child’s perspective, from meticulous detail to imaginative freedom, and channels this energy into collaborative artworks. Her approach emphasizes creativity, play, and exploration, inspiring participants to develop their artistic voice while enjoying the process.
Jackie Pease is a multidisciplinary maker based in Liverpool whose work combines recycled materials, pattern, programmable electronics, and LED lighting to explore the intersections of craft, technology, and sustainability. A long-standing member of DoES Liverpool, she regularly collaborates on projects and inducts others into the space. Jackie has co-led wearable tech groups, delivered workshops for children and adults, and created large-scale installations, including a 2.5-metre comet sculpture exhibited at Tate X RIBA Gallery. Recently, she co-founded BraidBunch, a collective exploring fibre arts and algorithmic patterns. Her practice celebrates collaboration, experimentation, and creative reuse, transforming data and materials into immersive experiences.
Rachael Prime is a textile artist who works primarily with recycled and repurposed materials, creating sustainable and meaningful art. Her practice emphasises co-creation and community engagement, using collaborative projects to inspire creativity and connection across all ages. She has contributed to initiatives such as Bleach Packers led by Lou Chapelle, Arts Council England , funded – Exploring the Familiar with Mersey Gateway Environmental Trust, and the LCR Data and AI Charter Textile Banner. Drawing inspiration from heritage, ecology, and community narratives, Rachael’s work seeks to spark dialogue and foster shared experiences through tactile, environmentally conscious art.
Stuart Harrison is an artist with a diverse background in illustration and sculpture, as well as extensive experience delivering creative workshops in schools. His work often combines art with education, making complex health and nutrition themes accessible through engaging visual storytelling and participatory activities. Stuart’s illustrations have appeared in magazines such as Mixmag, Jockey Slut, and DJ Magazine, and he has created work for Nike, Kidrobot, and Warner Music. He was also a consultant for the V&A’s street style exhibition, specialising in British club culture. Stuart’s practice reflects a passion for creativity, collaboration, and cultural narratives.
Toni-Louise Carter is an illustrator and workshop facilitator who works with both digital and traditional techniques. Her practice often involves live illustration and visual minutes, translating complex ideas into accessible visuals that engage audiences. She has collaborated on projects such as the LCR Data and AI Charter Banner with Rachael Prime Art and produced commissioned illustrations for Catalyst Museum’s Synergy Project. Storytelling is central to her work, whether through vibrant illustrations or interactive workshops that encourage creativity. Inspired by everyday life and community narratives, Toni-Louise aims to make information visually compelling and foster connections through shared creative experiences.
Day 2 – 6 February
Public Service Transformation through Data
Full day conference with panel discussions and workshops ending with a Cabaret of Dangerous Ideas in the evening.
A final programme will be available in December.
Audience: Conference targeting national public, private and third sector leaders and academics and businesses in the supply chain of public services.
Day 3 – 7 February
Exhibition of Data, Art & You
An interactive exhibition with family friendly activities, Data Art Safari, Lego Workshops, Data Detectives and live demonstrations from researchers and businesses
Time: doors open at 10:00 am, event ends at 4:00 pm
Location: ACC Liverpool (at the docks)
Quiet hour: 9:00 am to 10:00 am
Audience: Families, residents and communities from the Liverpool City Region.
