What we do

The Liverpool City Region Civic Data Cooperative (CDC) was established in 2020 by the Liverpool City Region Combined Authority and the University of Liverpool to transform how civic data is governed, shared and used for public good. Over its five‑year programme, the CDC created a pioneering model of secure data infrastructure, problem‑led innovation, and participatory data stewardship significantly strengthening the region’s ability to use data and AI responsibly to improve people’s lives. We defined this as:

  • Exploring what we can do with data & research​ – Technical Infrastructure
  • Imagining better services and solutions with data ​- Public Service Innovation
  • Engaging community on how they want to use data​ – Public Participation

My hope’s the use of data and AI will be used in the best possible way and bring the best solutions in its use for the residents and LCR.

Our work with Data into Action

Data into Action uses health and social care information to improve services across Cheshire and Merseyside. Data into Action and LCR CDC work together to set up trustworthy research environments for data sharing.

The CDC was conceived as a response to pressing needs across our region to mobilise data to improve health and care, reduce inequalities, and grow our digital economy. It tackled fragmented data landscapes, and the need for more inclusive, participatory approaches to data stewardship. It demonstrated the power of collective action around data in response to the Covid-19 pandemic and has set the Liverpool City Region on a course to harness the emerging AI economy for good.
