

Launch night at a glance
On Thursday 3 July 2025, we proudly launched the Liverpool City Region Community Charter on Data and AI at a special evening event held at the University of Liverpool’s Victoria Gallery & Museum. This moment marked the culmination of months of collaboration, deliberation, and community-led innovation.
The Charter, developed by 59 residents through a Residents’ Assembly, sets out 11 guiding principles for how data and artificial intelligence should be used across public services in our region. It’s a first-of-its-kind initiative in the UK—placing people at the heart of data and AI governance.

A Celebration of Community and Innovation
The launch event brought together residents, policymakers, researchers, and civic leaders to celebrate the Charter’s release. A highlight of the evening was the unveiling of a bespoke banner, co-created with Assembly members, symbolising the values and hopes embedded in the Charter.
The Charter is more than a document—it’s a shared commitment to responsible innovation. It has already been signed by NHS, Civic Health Innovation Labs (CHIL), and the Liverpool City Region Combined Authority’s Office for Public Service Innovation.
“There is a lot of scepticism surrounding the topic but it is becoming the norm across the world, so to show residents the benefits of how it is used can hopefully allow a better and more comfortable incorporation into the region and its services.”
