What's Your Problem? 2024
The WYP programme set out to better understand the biggest challenges in the public sector to be able to design products and services that meet the needs of communities.



About WYP
In WYP3, the team delved into how the region can move towards being a frontrunner for civic data-driven innovation, having quality evidence at the heart of decision making. During this work, we engaged with about 60 colleagues across the region and developed a blueprint that puts data at the heart of modern public services.
What we did
Between October 2023 to January 2024, we engaged with around 15 colleagues across public service strategy and delivery in the Liverpool City Region. The aim of the engagement was to explore the data system in which the public sector are working to understand the enablers and blockers in the system. We wanted to get examples of where good practice was happening, specifically where people are making good use of public and private data to inform change and innovation.

Discussion
We brought civic organisations together to discuss the opportunities and challenges for a more open data ecosystem which enables intelligence-led decisions.
There was a real desire to collaborate on unlocking the huge potential of civic data and positively impact on public services and people’s lives in the region but a recognition that at the moment we have fragmented and siloed systems of intelligence and the expertise isn’t always in the right place at the right time. This is a complex system where academia, intelligence and delivery teams need to come together to drive innovation and impact on public services.
We wanted to take a moment to stop and reset to create the environment to drive better public service decision making through innovative data driven projects to improve the lives of our City Region residents. We knew that this had to start with a shared and relational approach to working with data, with trust running through the core. This became the Greater Data Blueprint.
Testing
Workshop 2 tested the Greater Data blueprint and shaped it into a final document to be used for strategic direction for the region.
We’ve laid the foundations for Greater Data in the LCR; we’ve built momentum and energy for a regional approach to civic data innovation. We know that success in this space needs commitment, trust and collaboration between partners and we now have to give time and space to training and skills building in the sector. This is key to be able to maximise the intelligence and potential impact of a more open data ecosystem.
